This article is intended to be used as a reference for Enterprise Data Portal administrators when Configuring a User Role.
User roles on Open Data Portals are not configurable. For more information about the Open Data Portal roles check our article Understanding User Roles.
Note: Some of these features, such as teams, alerts, and internal assets, are only available on the Enterprise Data Platform

Manage teams | Allows the user to create and rename teams, as well as add/remove users from teams. |
Add, remove, and manage users | Allows the user to grant or remove access to, and manage the permissions of, users on the platform. |
Manage role definitions | Allows the user to create new custom roles and modify the permissions of existing custom roles. Roles generally define what a person can do on your site. |
View activity log of site events | Allows the user to view the activity/audit log for the site; this shows information such as dataset update statuses, when users are added/removed, and other events. |
Feature content on data catalog and Primer pages | Allows the user to configure spotlighted content, such as visualizations, on the catalog page or a Primer metadata page. |
Configure custom map boundaries for Data Lens maps | Allows the user to access the Spatial Lens functionality; this allows the user to designate shapefiles for use by all site users to create region maps. |
Can view analytics | Allows the user to access site analytics. |
Manage and configure alerts and notifications | Allows the user to create and share alerts with other users. |

Create new datasets, charts, maps, and other views | Allows the user the ability to create new datasets. |
Edit all datasets, charts, maps, and other views | Allows the user to edit any and every dataset or visualization on the site, regardless of whether they have been given specific access on an individual asset. |
View all datasets, charts, maps, and other views | Allows the user to view any and every dataset or visualization on the site, regardless of whether they have been given view access on an individual asset. |
Change owner of all assets on site from one user to another | Allows the user to transfer ownership of any and every asset on the site; the owner of an asset can modify the contributors and visibility of a given asset, as well as edit the asset. |
Restore datasets | In combination with the right to View others’ datasets, enables the user to restore datasets that have been deleted. |
Can view internal modules | In development. This right is not currently checked. |
Update an asset's provenance (community/official) via API | Allows the user to, using an API call, add (or remove) the "Official" badge on an asset. The "Official" badge indicates that the asset was created by the owners of the site, rather than a member of the public. |
Create Data Lens pages | Allows the user to create a Data Lens visualization based on a given dataset. |
Can share privately | Allows the user to publish an asset with Private visibility. |
Can share internally | Allows the user to publish an asset with Internal visibility. |
Can view internal assets | Allows the user to view any dataset, visualization, story, or other view on the site that is set to Internal visibility. |
Allowed to collaborate on assets | Allows the user to be added as a collaborator or viewer on assets. |
Can share publicly | Allows the user to publish an asset with Public visibility. If Approvals are enabled, these assets are still subject to the Approvals flow and will be simply submitted for approval. |
Enroll dataset in archival | Allows the user to enroll a dataset in the archiving feature. Also allows the user to "roll back" the dataset to a previously published version. Enterprise domain platform only. |

Create new stories | Allows the user to create a Story using the Perspectives storytelling tool. |

Users automatically signed out after 15 minutes of inactivity | Automatically signs the user out if they have not interacted with the site for 15 minutes. |
Manage Design and Navigation | |
Update sitewide header/footer design and navigation | Allows the user to update the header and footer that appears globally across the site. |
Edit Social Data Player (embed) template design | Allows the user to edit the look and feel of the template for the Social Data Player, the tool that allows users to embed datasets on other sites as an iframe HTML component. |
Manage homepage stories | Allows the user to update homepage stories. |
Manage Site Connections | |
Manage Data & Insights-to-Data & Insights federation relationships | Allows the user to manage the ability for Public datasets on a platform to appear on another platform. Examples: a County data portal sending any Public datasets to a State-level Data & Insights portal; an Internal Enterprise Data Platform portal publishing its Public assets to its equivalent public-facing Enterprise Data Platform Portal. |
Manage external data connectors and federations | Allows the user to utilize the Connectors and Federations admin panels that allow users to bring data to Data & Insights from third-party tools such as ESRI. |
Moderate Community Activity | |
Approve or reject community-submitted dataset suggestions | Allows the user to moderate community/public dataset suggestions submitted through the nomination page. This feature is not enabled on all sites. |
Approval Workflow | |
Manage and configure settings for the Approval workflow | Allows the user to access the Approvals admin panel and configure approval settings for assets to be published as public, including which users should approve or disapprove Public assets. |
Review and approve assets headed for public release | Allows the user to be an approver of assets to the public. |
